Impact fund

EPF Sustainable Social Impact Fund

The EPF Sustainable Social Impact Fund (SSIF) is an impact fund focused on enterprise development: building sustainable small businesses that create jobs, develop skills and grow local economies. Effectus is the fund manager.

The fund is designed to turn once-off social spending, such as corporate social investment, into capital that keeps working. It deploys capital into income-generating micro-enterprise assets run by local entrepreneurs, with a focus on township and rural economies. A defined share of the profits these enterprises generate is reinvested in the fund, so that capital can be redeployed into new enterprises over time.

Each entrepreneur is supported through a structured three-phase incubation programme: formalisation (registering and setting up the business), activation (putting the asset to work) and mentorship (coaching in financial management, operations and customers).

Impact sits at the centre of the design. The focus areas are job creation, skills development and enterprise growth, with particular attention to opportunities for young people, women and persons with disabilities. Social and financial outcomes are tracked through a digital reporting platform, and impact data is independently verified and periodically audited.

The structure keeps different kinds of capital apart. Return-seeking capital is deployed through a separate commercial vehicle, in which participants hold Sustainable Social Impact Notes, an instrument designed to reflect both the performance of the underlying enterprises and their verified social outcomes. Donor and grant capital is administered by a registered public benefit organisation and released only against independently verified impact milestones. The two are ring-fenced and are not commingled.

Effectus Capital Management is the fund manager, responsible for the fund’s regulatory compliance and fiduciary obligations. The EPF Tech Fund is the fund’s technical and operational anchor, providing incubation infrastructure and operational oversight. The fund is intended for impact investors, corporates with social investment, enterprise development or ESG objectives, institutional investors with ESG mandates, and donors.
